The resin ring is what separates a lock nut from a plain hex nut: as it threads on, the ring grips the screw's threads, so the nut resists backing off under the vibration and landing impacts of a race run rather than working loose like a plain nut. 2mm is the thread size used by most Tamiya roller, hex and mass damper screws, so this nut is the standard fastener pairing for those parts rather than a specialty size.
