Tamiya's own notes for this part describe its job simply as reducing car "lean": mounted above the front rollers, the tube contacts the lane wall slightly before the main rollers would, taking some sideways load off the car's cornering hardware and keeping the chassis level through a fast corner. Being a hi-mount part rather than a roller substitute, it works alongside the existing front rollers, so it's typically added on top of whatever roller setup a car already runs.
