The same questions come up from almost every new Mini 4WD racer. These are the short answers.

Which chassis should I start with?

MA or VZ. Both are forgiving, widely supported and easy to build. Whichever you choose, learn it properly before switching.

Which motor?

Whatever your class permits, correctly geared. A stock motor with the right ratio in a low-friction car beats a fast motor in a car that binds.

Is B-MAX worth it?

Yes, for learning. Restricting parts forces you to develop build quality and setup skill, which transfer directly to open class later.

How much should I spend?

A kit, bearings and rechargeable cells will get you racing. Add parts only when you can explain what problem each one solves.

Where do I find people?

Hobby shops with tracks. Local scenes coordinate informally, and turning up to a session is a faster route in than searching online.

Do I need a track at home?

No. Almost everyone runs at shop tracks. A home circuit is useful for testing single changes, but it is not how you learn a race layout.
